A Swain County resident now faces charges after being caught on surveillance video throwing a puppy out of a car window. The incident happened last Friday, shortly before 11 a.m., in front of the PAWS animal shelter on Lemons Branch Road in Bryson City. Promptly responding to the situation, the magistrate’s office issued a criminal summons.
